I've thought about getting rid of it but never went through with it because it just sounds great for whatever I want to play you don't even need to delicately EQ it for a week straight to get a good tone.
The previous owner abused it more than he should have, but it hasn't really let me down the past 1.5 years that I've had it for.
Maybe it is just a classic 30 problem, and yeah you can only really hear it at certain volumes. I think mine was Exaggerated by the environment: Concrete basement and duct work seemed to pick up those signals well.
I was thinking of upgrading my Blues JR with some JJ's you recomend?

Yes, I retube all my amps with JJs from eurotubes. They have stock arrangements for different amps, and if you want something specific (more headroom, less headroom, etc) they can come up with a set for you. Really good service and good prices.
tube rattle is a byproduct of combo amps in general, you can buy tube dampeners, they are plastic or silicon or whatever rings that go around the outside of tubes to provide some vibration dampening.
Yeah when I had a classic 30 I got some automotive o-rings that seemed to do the trick but it took about a day of playing for them to stop smelling like burning rubber.

yea, you might need really high temp rings, maybe teflon coated to avoid melting
