String action still too high with proper relief?

I'm trying to get my string action as low as I can on a Dean Rhapsody 8.

I'm aiming for a 0.012" relief at the 7th fret. I can get that with the truss rod, but then the 15th-19th fret is useless, as every note on every string will fret out with the bridge as low as possible. But if I raise the bridge, the strings are way too high to be comfortable to play (But the notes won't fret out.). It is definitely fretting out because of the upper frets (20-24).

Is this a neck angle issue? Eyeballing it, it looks like the bridge moves downward at an angle while the neck looks for the most part, flat with the body.

Sounds like the frets need to be dressed from 15 to the end...

Found out what was going on. The neck had a shim angling the neck downward.
