Lets just say someone wanted to do something similar to a hurdy gurdy, with a wheel and stuff. If you just rosin up the wood itself will it work? I had a thought that you'd have to put horse hair on the wheel to make it like a violin bow or something, but research says that hurdy gurdy's themselves are just rosin'ed wheels. No idea.

Dude, we have similar secret project ideas here :animal:
I believe that if the wheel is sanded enough, the rosin may not be required. But it probably won't hurt to rosin the wheel itself. I was thinking that it might be worth a shot to cover the wheel in a type of material to grab the strings as well.
