Does anyone make a phaser that rises endlessly?

Boss PH-3 has both rise and fall modes.

The Strymon Mobius also has a mode called Barberpole which is continually rising.

Line 6 has it too in their M series pedals.

^Yep. "Barberpole" on those as well. It's pretty darn cool, especially if you do two of them back to back.
