PLL based pedals like the Data Corrupter if they're set to sound less synthy and more fuzz pedal-like with hints of chaos.
Agreed. I've been running a synth into a Rubberneck with various dirt boxes in the FX loop for much of the past year, in search of the best dystopian sounds, and I've found the Buzzz/TAFM/Mantic Flex Pro to be among the best at this.

For pedals that haven't been mentioned, I'd add the TWA Dynamorph and Blackout Effectors Fubär.

Lots of good suggestions here, but I'll chime in with that I think most Devi Ever's really excel at this sound, particularly with the knobs cranked. Big Distortion Sound Machine is a great choice! Also I find most Devi Ever's to sound amazing after buffers, unlike most fuzzes. They get really crunchy, extreme and aggresive in a good way! I think the tone of the US fuzz with a buffer in front, or with my noise gate on, is unreal.

If you want utterly fucked beyond belief, wondering if your guitar is on fire and your amp has jumped out the window with a rope around it's neck kind of fucked, then I'll recommend plugging two modified Seppuku FX Octave Drones into each other :)

My demo is normal (ish, I mean normal by ILF standards until 2:34) when I turn on both pedals and from there descends into utter broken noise, gated silence swells and static (but sadly no French radio stations in this demo) around 3:30 onwards and gets more mangled after that - high pitched synth cat strangle noises and radio emissions from Jupiter...

Uh so I've only had it 30 minutes, but RMA Mudlark is fantastic. It does broken amp noises like a boss.

True. I think any of the RMA could do some nice broken amp stuff.

It's gets that super saturated crust to it where it sounds like some of that super gnarly Devi stuff but without the ear lightning that deafens all your pets and loved ones. I mean that it sounds musical even at that level

I can't really think of anything to add other than the usual stuff every one has mentioned. Just about any two good dirt devices in series will do it too I would think.

Not sure if it's been mentioned but the Mountainking Ruckus will do this broken amp thing really well. But so will 100 others. You just have to find your flavor of destruction.

I can't get rid of my Unpleasant Surprise because it does this crackly popping static thing when you let a note decay. I haven't heard this kind of decay on any other gated fuzz so far

just mismatch your cab/amp impedance and go to town at max volume. eventually it might sound damaged. very realistic.
