The Sandstorm is, hence the label saying 'Envelope Noise Generator'

As far as I'm aware it takes the amplitude envelope of the input signal and applies that to the amplitude of white noise being generated, and you can further adjust the output levels of each.
You could probably adjust the sensitivity control so that it only introduces noise at the very peak of the input envelope to get the effect you described though.

LAL Sandstorm or Copilot Arrow Airwaves? That's only white noise but i'm pretty sure they do just that. It would be cool if someone made a more extensive box that could introduce pink noise / 60 cycle hum etc.

They aren't envelope controlled though, are they? Don't they just introduce noise into the signal when you play? I think what he means is noise that appears only at the beginning/attack of a note but is absent when the note sustains.
I think those pedals come close, but aren't quite there. From the clips I've heard, they don't seem to be sensitive enough or capable of the restraint necessary in blending the clean signal with the noise.

True, they're essentially what you described but I agree that they don't seem to very accurately match the input envelope.
The sandstorm sounds great with the dry signal left out fed into delay/reverb and whatnot but when the noise/signal are blended it doesn't seem to sit that nicely because it sort of misses the attack portion of the envelope before it reaches a certain threshold.
Still tempted to pick one up to try out though.

Even though it's not exactly what I'm looking for, I was thinking the same thing.
Kayzer's got one for sale, but I think it might even be cheap to get it direct from LAL.

A clone of the Maestro Stage Phaser. As far as I know, no one builds one. Of course, I'd like it to be in reasonable sized box.
I also want a harmonizer that tracks well for bass, that can do more than one voice aside from octave plus 5th, and does NOT cost $400. I feel its one of those things where you can only get two out of three. I haven't tried out a PS6 though, so maybe it already exists.

delay manglers <i want delays and joysticks>. delay probes <i know there is that light-senstive one but i hate those light sensors, plus delay thermins sounds like a bad ass idea>, phaser probe. swell into delay <call it whale sex, it will sell>

Envelope stereo pan filter, adjustable for sensitivity and routing to an a/b out.

ability to set any parameter i want by an expression pedal (DIP switches on the side?)
with that said... vinyl/tape/radio sounds pedal with those features

Hexe melusine should do most of that, Piotr can probably sort out anything that isn't standard spec. Dude is a genius.

I've always wanted something similar to strymon's lofi bit crusher/tape style/broken record but in it's own standalone pedal. I remember one of the first posts I had here was pretty much what I just said.
But honestly, I think subdecay, the masters that they are have really filled a void of wild and creative modulation pedals. I think I'm just a subdecay fan boy though.
I had a quasar a few years ago and I have not found the right phaser since and I have recently been on the hunt for another.

More envelope/CV stuff would be super cool, in pedals where it doesn't normally show up like verbs and dirt.

i wish a spring reverb + fuzz existed... i guess the sunshine reverberator kinda does that but i'm talking verb controls, fuzz eq.. and dual switches so you can pick and change the order.
