Delays that DON"T pitch shift when turning delay knob?

eventide timefactor on the digi delay setting.
EH 16 second delay reissue does something similar with loops in time mode.
the boss ps-3 works similarly to the rv-3 from what i remember.
you can get a similar effect out of the red panda particle in random mode without even touching the time.
i don't know what more companies making big digital delay boxes don't offer this as a menu choice. seems like it wouldn't be too hard to implement.

I seem to remember the TC Electronic Alter Ego (Flashback variant) would stutter rather than pitch shift, but I could be wrong. I only had access to that pedal for a couple days.
