I have a Nano, and it almost does sound like there is a slight volume drop; nothing that would make it unusable though (the Boss PH-3 on the other hand...). Hmmm...I've owned a shit-ton of phasers.
Ibanez PH99 CLassic Phase-dual, footswtchable waveform;triangle and square wave. Sounds more like a synthy filter type of effect. Can get pseudo-step phase with that one by stomping back and forth between the 2 waveforms. Probably not what you're looking for.
Maxon Rotary Phase 350-such range! Can self-oscillate; another "weird" phaser that doesn't much get into classic territory. Discontinued (like the Ibanez). And Costly.
Small Stone-volume dip as mentioned. Nice depth, classic sound.
Grand Orbiter-Covers a wide range of phase shifting, from classic to ridiculous. Nails that Isley Brothers "Who's That Lady" sound with fuzz.
In-Line Effects Phaser-cheap, analog MIJ phaser;nice depth, resonance control gives a slight almost-warble. Nice classic sound, considerable range.
EHX Polyphase reissue-I have one on the way, 2nd time around. Doesn't do traditional phase that well (but I have a built-in phaser on my Peavey Deuce for classic stuff), but can adjust the start and stop of the sweep; square wave phaser is lovely on it, as is the envelope mode.
MXR Phase 100-can be overbearing, but overall great sound. 4 selectable modes on tap, from subtle, phase 90 type to good, deep phase. Never does it NOT sound classic, IMO. Regeneration on some settings.
Syl, have you considered the Mr. Wire Xenon Phaser? It's a one knob, reasonably lush phaser; a bit like a Phase 45, with a bit more depth. Haven't played one, but sounds like it could be the ticket for your phasing needs.

You might want to check out the Maestro Stage Phaser, has two fixed speeds plus a variable speed setting. The fixed are univibe and Leslie flavored with a pretty wide spectrum of sounds in between, and the var setting goes even slower and faster for dialing in three separate settings a click away. There is also a feedback dial that affects the intensity.
Real cool feature is that the speed ramps up or down when switching between speeds or turning on/off .

Randy's Revenge is great both pre and post dirt.
You also might consider a rotary cabinet simulator.
