replace "plays decently" with "doesn't have any serious problems such as frets that cut your fingers, whacked out neck, faulty wiring etc..."

It should definitely play decently. If it doesn't, the kid's interest may not be sustained in the instrument.

I'd rather get a guitar that plays well from the start than one that doesn't and then have to replace it with one that does.

If a guitar sounds good though, it makes you wanna play it. It doesn't matter if that "playing" only consists of banging on it or not.

I vote that you get a better quality guitar than you think you need.

I know when I was like 13 when I started playing I couldn't tell the difference in sound until about two or three years in, so I don't think sound matters as much, my experience is entirely subjective of course
I could definitely tell a difference in playability though

Yeah, I agree with you to some extent.

The way it sounds may not matter as much as playability, but it does matter.

Hopefully the more money spent, the more playable it is, the better it sounds.
