I think the bathroom with slight od on a neck humbucker will get you that sound. I've done a few tom waits style recordings and it's not really about effects as much as it is experimenting with broken shit. crappy pickups, off mic placements, room sound, and the like. polish that turd.

Torn's Peaker is pretty good, too.
I think the spirit of the OP was to recreate a sound similar to it either in a live setting or something that can easily be called upon.
For recording purposes, I completely agree that experimenting with simple things like amp, mic room placement is the answer... but sometimes a "sound in a box" answer is more practical

I'd say you could get it with a SS/BS Fuck set to the softer of the blown amp modes light gain like just out of the clean boost area on the gain knob. adjust output to taste and run it into a room Reverb setting mix cranked to near 100% wet. maybe a low mixed slap back and you could have something kinda like that live.

I'd look into some Basic Audio stuff. I feel like you could get that cleanish yet still fuzz sound from the Spooky Tooth. Send John an email, I bet he could hook you up.

Ah, them refrigerator tones! I dig this album thoroughly. That fuzz does sound like it has a touch of room resonance on it, like a bathroom or closet. Good love.

I wouldn't be surprised if you could pull that off with a good ol' three knob Singing Tree. Great overfuzz / fuzzdrive sounds from that ass.
OR a Fairfield Circuitry Barbershop... I no longer have mine, but it was a great pedal. It could go super lowgain OD, then it had a sag knob as well to get it sounding kinda fuzzy / shitty. I miss it.
And my Singing Tree. What am I doing?

Will get the SS/BS tourbox here very soon. Will definitly try the Fuck.
Basic Audio could be great too.
