I'm looking to control some guitar pedals via MIDI, and I am far from an expert.
I need beat clock out, but I would also love CC# out and I can't seem to find it anywhere and it makes me think I'm insane and I have no idea what I'm doing
What are the devices you want to use? Some gear has much better midi implementation than others. For example, most any drum machine will send midi tempo out and probably some Note-on messages for the drums but not many will send out CC's. The E-Mu command station and Yamaha Rm1x are two that I know can send out CC messages.

I'm definitely looking for something simpler, but you've confirmed my fears concerning CC#.

I'm looking to control one of the new Chase Bliss pedals with MIDI.
You can use CC#' 's to control any of the knobs on the unit, I was hoping to sync that with a drum beat and get weird.
Looking at this http://chaseblissaudio.com/midi-spec/
it looks like they will sync to MIDI tempo in the same way they would sync to a tapped tempo. Any drum machine/sequencer with a MIDI out port should do this for you.
The rest of the functions look like you will need a device which you can program specific CC's with. So yeah, you're going to need a pretty full-featured sequencer (or a computer and software) to sequence those kind of messages into a pattern.
Yea, you're trying to do full-on control (not just "here's program 12, go!" or "program 13, adjust parameter 57, +53!" that most floor controllers do).
I am not a CV guy so no idea how well if at all that particular converter interfaces with *anything*.

Since we're throwing out every option, the Moog MP-201 will do what you want... Tap tempo to MIDI clock and MIDI CC controllable either by the internal LFO(s) or the treadle... Discontinued and not cheap, but extremely versatile...

I got a Liquid Foot Mini a few days ago and the thing is overwhelming, but fun.
How do you program something like that, and is it able to change CC#?
With patience. And absolutely, it is able to do complex things like sending up to 20 different commands (CCs, PCs, Sysex, etc) with 1 single tap.
Do a double tap on the same switch and it will send 20 different commands.
