Both are good for different things. Building an Effects Order Switcher is an idea.
For a long time I did trem>verb but lately I did the opposite. It depends on how wet the reverb is. Trem into a really wet reverb can sound good, depending on what you're going for and it can also not sound that great, the trem pulse looses it's definition by the wash of the reverb. Use a wet reverb into a trem and that doesn't happen. All depends.

I kind of prefer trem -> (last) delay -> verb. It depends how dramatic I want the chop to be. I have a TAFM after my tremolo pedal and that is also fun for a subtle throb.

Genereally speaking I like trem last in the chain. I like it to be pretty noticeable, and if I run it before verb in the context of a band, it can get washed out.
