Yeah it kind of is and isn't
It's basically Jeff Bridge's walking around recording sounds he likes, rambling, and telling stories
He has a really soothing voice and you could probably fall asleep listening to it but it's just very surreal and I found myself much more interested than tired

This sums it up fairly well, even though I feel like the author may have missed the point (oddly enough it's full of spoilers about the album though):
