I don't know if this helps at all, but to me it almost sounds like some of the circuit is leaking through to ground? It seems like the pedal is still passing signal, it just isn't doing to the signal what it should. But then I could be wrong, and it could be any number of things. Unfortunately I cannot offer much more help than that.
I suspect like most things pedal problem related, the only way you're going to get a definitive suggestion from any of the pedal DIYers here will be to post gutshots of the board and wiring.
Eatyourguitar might be able to help, or one of the builders on here, maybe PM them? Unless someone PMs you about it in the meantime.
