That ibanez phaser is really nice! Can get real crazy. Like industrial sounds or dubsteppy wobbles, or just normal phaser sounds.

Starcaster, Danelectro FAB and mini/food-named, Daphon, Biyang, Joyo, Beta Aivin. Sometimes Ibanez 5 or 7 series that flew under the radar. Guyatone minis sometimes go cheap. Old Digitech/DOD that aren't specifically desired/desirable.
I'm a bit over mod-pedaled, though, myself. Coming around to a few good multi pedals covering a lot of that ground, but that could revert.

I can't vouch for the quality, let alone for the company's (lack of) business ethics...
But that tiny Mooer mod factory is dirt cheap considering the amount of effects it can do.

I really like the Danelectro Fab Chorus, it sounds really thick/liquid, if that's what you're after. It is ultra cheap too!

Personally, I insist on analogue for modulation effects – and, yes, this is achievable for cheap.
I'd suggest the following (by category type)...
PHASERS
- Visual Sound (Garagetone series) Oil Can.
A great analogue phaser. I can't go on enough about this pedal. Imo it's easily better than any other inexpensive phaser - and much more expensive ones! Beats both a Phase 90 and modern EHX Small Stone. 'No point me suggesting any other phasers as nothing currently beats the Visual Sound for me.

UNIVIBE-type (i.e. real bulbs/photocells circuitry)
- Danelectro Cool Cat Vibe
- Moen Shaki Jimi
- Danelectro Chicken Salad
CHORUS
There are plenty of cheap analogue chorus pedals around nowadays. Many seem to me Boss CE-2 knockoffs by Far East brands.
- Joyo JF-37
- Biyang 'tonefancier' series CH-8 (aka GFS, aka Akai), or 'babyboom' series CH-10
- Mooer Ensemble King
Moen Holy Choir
? - Modtone (aka Belcat) ?
- DOD FX-60
- DOD FX-65

- Danelectro Cool cat (the old, big one)
- Aria CH-5 (1980s)

FLANGER
This is a really tough one as I have had problem finding a flanger I like that's not really expensive. I'm not best placed to advise on this one. But, based on my experince of what crops up when I research into this and what I've had recommended, I'd suggest you consider:
- Boss BF-2
- Boss HF-2
- something by lesser-known 1980s Japanese brands - e.g. Pearl, Yamaha, Tokai, Aria
- Guyatone micro FL-3
- Mooer Elec Lady
TREMOLO
(Does tremolo count as a modulation effect? anyway...)
- Joyo JF-09 (optical?)
- NobelsTRX
- Visual Sound (Garagetone series) one
- Marshall Vibratrem (used)
- Danelectro Tuna Melt
- Guyatone micro VT-3
For something that covers different types modulation effects all-in-one, but aren't analogue - and probably for someone not that into modulation - consider: Marshall Regenerator; the Mooer Mod Factory, as already suggested; or one of those newish compact Zoom multi-effects pedal things

Yeah one of the new zooms is a good option, that's what I've got ATM, the phaser is kind of crappy though, others sound good
