So I just picked it up, didn't have my cab at my apartment so I ran it through a black widow equipped 2x12 monitor. The Pre amp in actually works, well it worked after some violent twisting of the volume knob, still cuts in and out occassionally or when the knobbies are turned and the Distortion knob has no effect throughout the dial but it would seem the pre amp is atleast alive.

Ok let me pose this question. As of now our bassist needs it, his Mark Bass went out and he has been using a low watt peavey ss head that ia not sounding too good. If ue used the sunn as a slave for the peavey would it give an audible sense of more headroom due to higher wattage pushing the cabs (4x10 and 1x15)

If the peavey has a slave out jack then it should work fine. Make sure the cabs are correct for what the amps are rated for though.
I could be wrong but I think those are ok with 8 or 4 ohms min so If you have two 4 ohms bass cabs you will want to make sure they are running in series, not parallel
