i love doug and midfi and i checked out the pedal pirate for this purpose but it's not what i am seeking for vibrato, i am really looking for a straight synthy wobble, and the ability to control with an expression pedal is a huge plus

Don't forget the Magnatone type vibe pedals, they might also do what you are looking for.
Or maybe the Black Cat Vibe, it has quite a cool vibrato in it I think, better than most vibes:

I never tried that one, but I also guess the pedals I mentioned might be too tremolo like for you then.
For other synthy modulation like PWM you could look into the Synhtmonger Pulsemonger, but that also (mainly) is a fuzz.

Yeah i want wobble. Think mod wheel on a synth. I think my owl bro from tx nailed it earlier with that moog mudulator pedal. Plus i would really like to manually control at least wet/dry.

Mod wheel on synth makes me think more PWM, but the Cosmichorus that was already mentioned here can control the mix with an expression pedal and it has a cool hold feature so when you hold down the footswitch it will increase the depth of the modulation without the need for an expression pedal, it's also fully analog.
The Moog Clusterflux fits your Flanger and Modulator bill but not both at the same time I guess, possibly it could if you control multiple parameters with an Expressionator or a Moog MP-201.

Probably the only vibrato I would like to get. Not on the top of my priorities, but I have to admit that it's one of the top gas list,haha.
