Here's the "DIY everything from kits" board. You could make it even cheaper if you didn't go with kits and bulk ordered parts, but that's more work than I'm willing to do:
Mammoth Stage 3 Booster (SHO clone) ($48)
Mammoth MKC1 (Overdrive) ($68)
TGD Kit ($57)
Mammoth D'Lay (PT2399 analog delay) ($75)
Mammoth EA Tremolo ($64)
BYOC Reverb 2 ($80)
And just enough left over to buy a used Pitchblack ($70) and a OneSpot ($25)

Hmm, a couple ideas with and without the M9
Line6 M9 - $300 used
Line6 EX1 - $50 new
EQD Dream Crusher - $150 new
OR
EQD Monarch - $100 used
FHfx Algal Bloom - $100 used
BE Whetstone - $160 used (I know it's low, but I gotta make it work somehow
(if this is too optimistic, then some other slightly cheaper phaser)
EQD Dispatch Master - $140 used

Actually, the board I'm currently building costs less than 500.00
