This is too easy
Used Arc Flash-75-90.00. OD, Dist., and Fuzz
used Phantom Octave-eh, gonna say about 70.00
DOD fx25 used-these have gone up a bit on the used market, but 60.00 sounds right
Used Digitech Hardwire DL-8-100.00
Rocktek Chorus-Mine cost 15.00 and it's BBD, analog yumminess
Used EHX Holy Grail-60.00
105.00 under budget/ quarter of dat dank for inspiration.

And with $10 to spare.
To me you can create more interesting, varied, and applicable tones with time based and modulation pedals as apposed to a board of all Fuzz or Distortion pedals. Especially to the common listener, the difference between a fuzz face and a big muff perhaps will be lost, but the difference between a big muff and delay+ rotovibe+reverb is one that you cannot miss.

Bazz Fuss diy $30 (bit high, but it is just a guess, forgot what it cost me to build it)
DOD FX72 Bass Stereo Flanger $30
Boss RV-2 $130
$485 total, but most of these pedals can be had for cheaper.. But that is the basics of what I use on my bass board in my bands..
