She makes a pedal called the "vintage Fuzz Master," perhaps that would do. If you're committed to getting a Devi pedal that's fine, but there are other brands with pedals that could probably get you closer to Neil Young's sound than Devi pedal, perhaps not as loud though.

I dunno I was just feelin the devi at the moment, I've never had one of her pedals before and thought that my obsession with that sound at the moment might be great way to try one of em out

I feel like, Neil Young's tone is more based around his guitars and amps, although eh does use pedals, his guitars are heavily modded, and his amps probably are as well. Maybe even a fuzz face with a starve control could work. I think you'll have to mess with your guitar's and amp's setting more than any pedal might be concerned.

I also would say (generally speaking) that a lot of guitarists (60's-70's especially) used an overdriven marshall for dist. and rolled back on their volume control for cleans, and for solos kicked in a rangemaster or fuzzface etc.

Out of the current crop of pedals out there, does the crazy setting on the Fuck not do that crazy saggy amp's-about-to-blow sound?

You'll need an octave pedal though.

For the standard Neil Young sound I would look for Catalinbread Formula 5 or the Durham Crazy Horses.
For the "Le Noise" more heavy sound... SS/BS Hawk is awesome.

I don't know Devi's pedal much.
