I think so? The feedback in the beginning is sort of like that feedback you here on "Fascination Street" which is all BF-2. This one is a little bit crazier though. Sort of like what happens when you turn on a Marshall MG's built in flanger.

Yes, definitely a flanger with the regen cranked all the way. And by the way, the EHX Stereo Electric Mistress can do that too if you crank the flange depth all the way up and send some feedback through it.
