Weird amp issue?

so while my fender deville is in need of a retube its making this weird rain on a tin roof windy sound when i turn my volume down and drops in a out whenever the hell it wants


any clues as to why its doing this

Resisters on the preamp tube plates can cause this.

plate load resistors possibly kaput?

Yup, all those neat but unwanted sounds, popcorn, babbling brooks, bacon are usually the plate load resisters.

If some one made a pedal that did that you’d want it LOL.
