The MXR M-117 has some great subtle flanging to it and sounds great with a delay and reverb! MXR also has a cheaper, smaller version too. Their micro flanger.
And if you're on a budget, get everything used or during sales. Check out prymaxe.com, they have some great sales going almost every time I check it out.

I agree with using the rack stuff. Got some seriously good shoegaze type reverb and delay out of my Midiverb 2, picked it up for about ninety quid. Don't use it all that much though, buzzes like a motherfucker in my rig.

I'm guessing a ground loop with your amp. You might try lifting the cable ground at either end of the cable between the two.

or running the MV II off a rack-sized isolated power conditioner. i spent $30 on a used Juice Goose that was quite helpful in taming the noise from my rack.
