I just searched on YouTube for "seapunk" and this was one of the videos. As well as Unicorn Kid(?), I think. What defines this genre? I'm captivated by this idea.

i spent a fair amount of time trying to answer this question for you. after like way too much time trying to understand the SEAPUNK HABITUS (lol) i have to say I HAVE NO FUCKING CLUE.

chillwave with ocean aesthetics and more dolphin noises. or italodisco. but chillwave is pretty much slow italodisco with some the less fuzzy parts of shoegaze added, right? i don't know man. i feel like the only way to describe this genre is through hashtags. i also feel like i'm missing out on an important part of internet culture by not using tumblr. BUT I CAN'T BRING MYSELF TO THAT SHIT BRO, JUST CAN'T. NOT EVEN FOR SCIENCE.
