and your LED resistor is touching the case. therefor your LED was touching +9v and 0v. *poof*. I hope you have more LED's and tighter wiring ahead.

if you have never done it before and your soldering iron is not hot enough, you can destroy the PCB by sitting in one area too long. the copper pads on the board will lift up and its done. the solder sucker is better if you don't want to break something.

That tip about using a screw driver is good. Tweezers are good too because you can get one side under and the other on top of the ic.
When you can get desoldering braid to work, it's great. Those auto solder suckers that EYG linked are better than the squeeze bottom ones too.

Yea i noticed that too. I have since moved things around but didn't know it would fry the led.
As far as tighter wiring, for only my second build, i dont think i'm doing horrible. Still trying to get the hang of things.

Tight wiring can be a pita, don't knock yourself. There are times I'm tempted to build the entire thing out of the box, using all the same length leads, and just cramming everything inside
so much less time consuming. Alas, the "ocd" doesn't allow this.

ok don't be so hard on yourself. you can have things all over the place if you throw some electrical tape on it. you can also use teflon tubing or scrap wire jackets but thats another story.

Scrap wire jackets are great for transistor leads!

Would someone mind posting their populated board, just so I can make 100% sure I do do it correctly this time?

If you send me a picture of the board itself, I can help. I really don't think you're far off, just have to pay attention to proper orientation (transistors, electrolytic/polarized caps, and ic's), and make sure nothing is shorting itself out
