so i think i may start keeping my eyes open for a used M9; i see them sold sometimes with different expression pedals: L6, Roland, Ernie Ball, M-Audio, etc.
what is the best (reasonably priced maybe) expression pedal to use with the M9/13 and why?

Mission Engineering EP1-L6 is $105 for the black one. They also have green, red, and metallic for a few dollars more. Got one and couldn't be happier. It's heavy and smooth, like me.

^ this! I'm thinking about picking up one of these in the not too distant future. As far as I know, the nicest expression pedal you can buy.

Yeah, I've heard good things about the Mission Engineering pedals. I personally use the Ernie Ball 25k VP Jr. It seems pretty sturdy. My only complaint is that more of the motion seems to be in the last portion of the sweep as the toe goes down.

stay away from the m-audio its cheap but it feels cheap

The only thing better will be when I have drasp install an expression knob on the side so that I don't have to have 2 pedals on my board. I'll keep using the Mission for actual fx expression and the knob for loop volume.
I do wish the Moog EP2 worked because its almost as solid and only 40 bucks, but it isn't compatible.

From personal experience, avoid the M-Audio one. As Derelict78 said. You might as well flush 30 bucks down the toilet.
