you could use a s&h in place of the LFO, though you'll most likely still get some bending/portamento between times depending on what type of control you use. i've been thinking about this for a looooong time...
Daaang this is a great idea and I would also totally buy one whoever makes it. I think the crazy pitch shifting would sound pretty awesome, it would be doubly awesome if there was a delay that could do this with [i]and[i/] without the pitch stuff you normally get changing delay times.
I can vouch for Line 6 DL4 w/ an external s&h cv from Moog Mp-201 sounding pretty sweet. But if you don't have those two, it's probably cheaper to buy whatever slice of awesome pie Brian serves up.

I've gotten crazy random delay by running the CV out on the Goatkeeper into the EXP. in of the El Capistan. There is a lot of pitch bending madness, but it's a phenomenally disorienting sound...especially in stereo!
