I wouldn't pay more than $150 for one. You can generally find them for less (around $120ish). It depends on how you are planning on using it.
If you are buying it for pitch shifting there's quite a few things. The Pitch Shifting thread has some good alternatives.
If you are buying it for the delay, there are much better digital delay options. Any of the Boss DD-X pedals would offer more options.
If you are buying it for Mode 7, there are a few delays/reverbs that can do that shimmery-style effect:
Line6 M9/13
Line6 Verbzilla
Eventide Pitchfactor
Eventide Space
Strymon BSR
Strymon Timeline
a pitchshifter/octave in the feedback loop of a Skrecho, Deluxe Memory Boy, etc.
Off the top of my head those are what come to mind. The only pedal I can think of that can do all the things a PS-3 does would be a Pitchfactor, but that's a whole 'nother league. The PS-3 is a great pedal. fever606 pulled off some cool things with his PS-3 and a Goatkeeper.
