From the picture I guessed the fabric already had that pattern. He placed it where he wanted it and added the owl over the bulls eye. That was just my guess though until I re-read the word "painted".

One of my good friends did this for me.
He's an artist ( i mean he studies painting) , i have no idea which colors is he using but he did this by hand .
