Be aware that a phaser does not use phase-modulation. They're two different things. Phasers and flangers can be modulated by an LFO, but are not modulation effects in and of themselves. They are filter effects. Modulating signals are usually LFOs (Low Frequency Oscillators), but you can use any waveform as a modulating signal, like another instrument or a high-frequency (audible pitch) oscillator as well.
This explains it better than I do. Check the "Passband modulation techniques" box on the side for some weirder ones. http://en.wikipedia.org/wiki/Modulation
That makes a lot of sense, and that also means the dictionary definition is full of shit. Thanks

I've been hoping to find something that does this...but so far all I've found are the MXR flanger (not sure about the build quality) and the GNI flanger (expensive) and I'm not sure I wanna shell out money for vintage stuff either...
I snagged my Ross for around $125. They're out there. It has internal trimpots to really dial in the tone too. And built like a tank!
The Filter Matrix is on the Deluxe Electric Mistress, Stereo Electric Mistress, Stereo Polychorus, the new Neo Mistress will have it also. SOunds like what you mean, Or am I saying something very dumb?

Nah you're right, Toonster, but there are actually two different methods...the 'filter matrix' method turns the LFO off and gives you those weird metallic, sproingy filter sounds. However, the MXR pedal (and others based on it) allow you to 'blend' the LFO out, so you can get anywhere from completely 'frozen' to normal flanger..with some really creepy effects in between...
