Yeah, i'd definitley say the New Dano Cool Cat Vibe is a great buy, Uni-Vibe with True Bypass in a metal enclosure at that price? Great pedal, especially if you can have someone mod for you to fix the turn on delay.
Some of the More Complex Behringer Units are worth it, the Synth, Reverb, Harmonizer Pedals there BOSS DC-2 & Memory Man Clone etc. suppose you wont count them as well built though but they are under appreciated for what they are.
EHX Pedals... some great things can be had for under $50 from them and they're really well built these days, olders are a bit sketchier. But new you can pick up a Nano Dr.Q or Muff Overdrive for $50, both good pedals.
Biyang pedals, they're actually pretty good and damn cheap, good construction too.
That's all off the top of my head.

Re: Best cheap/ under appreciated pedals
First Act Delay!!! No joke:

It has some rather serious flaws (for me):
-It cuts treble and volume when activated
-No fully wet output
-It's always delaying the incoming signal, even when bypassed (meaning you hear what you played when it was "off" being delayed once you activate it)
-It can clip a but with a hot enough signal (not such a problem with guitars, but for some other things it can be a little annoying)
...but it sounds so fucking good to me still! and it's cheap and made of metal. Definitely worth rehousing, TB'ing, and maybe modifying a bit if that's your bag... though I am happy enough with it as-is. a compressor and/or EQ after it helps a lot with the volume/treble issue.

I'm gonna say the Ibanez DE7. It's just a fantastic delay and it's dirt cheap (especially used). And sturdy!

I came into this thread to say the same. My only beef with it is the lack of true bypass.

I honestly haven't noticed any tone suck out of it, so I don't care what kind of bypass it has. I think "true bypass" is probably a little overblown as a marketing phrase.

I guess that's true. I've never had an issue with mine. But the rest of my board is TB, so I'm kind of moving towards an all TB board.
Although the oscillation is amazing.

buffers can be a good thing Having an all TB board with a lot of pedals will weaken your volume and get noisy as I understand.
