Check Reranch for aerosol can types of nitrocellulose.

If you wet sand using 600 grit the powder coat It will stick fine.
also if you want to do a little something more exotic you can get clear lacquer at Advanced Auto and mix your own up using this.

I'd go for 1-Shot and a pinstriping brush. It'll adhere to powdercoat, and isn't too expensive. Just clear over it, and you'd be good to go.

acrylics will stick and stay on after a clear coat... alot of swirl jobs are done this way. auto zone has some interesting aerosol colours and clear coats. (holographic)
