When you first mentioned a filter/wah sound and pale blue, I instantly thought of the Tycobrahe Parapedal. There's a reissue by Chicago Iron ($400). Like you said, I didn't see a wah, though, when glancing at the video.

Listening at the 0:47 mark, the electric mandola reminds me of most electric piano clips from this era---Fender Rhodes or Wurlitzer + phaser. I could definitely see you getting this tone with a fairly stripped-down phase shifter, nothing exotic or rare needed.
Good eyesight! Thanks very much, I would never have figured that out. I will keep an eye out for one! On the other hand I also found a schematic for the PT-999, so there's a good backup plan... That parapedal is way too costly for me though (but thanks for suggesting it)

So, moid, apparently, Martin Jenkins allegedly plays what'd later be the sax part on mandocello w/ both WAH & PHASER on this demo:

Thanks :) So what you're sayin' is I need one 'o' them fancy phaserwahs? oh, and a mandocello :)

I had no idea Martin Jenkins was in Gerry Rafferty's band....

I've practically finished the track that was inspired by this idea now, and it sounds lovely (my son added a great bassline to it)... sounds utterly different to anything by Bert Jansch, but that's probably for the better!

I don't think Martin Jenkins was in Gerry Rafferty's band. Not sure how he allegedly came to play on that demo. Maybe they were friends? :idk:

Well here it is; I don't think it will scare anyone, and it's fairly melodic if rather random rhythmically! The phaser got dialed down a bit in the mix in the end, but it seems to work better that way (it's not that I can't play as well as Martin Jenkins, it's just because I don't have a mandocello. Of course, that's what it must be)
