Another reason, on digital pedals, is precision. For analog circuits, a potentiometer can let you get any possible value between two points (more or less). But for a digital pedal, the pot input on the chip might only distinguish between 512 positions, even if for the user it feels like you're smoothly sweeping between every possible delay time between the min and max. So if the range is from 10-2000ms and you have 512 pot positions, there aren't even enough positions for every ms value between the min and max. Most modern delays don't deal with this limitation though.

To answer the question though. Manufacturers which are mostly musicians tend to build stuff they like or stuff they think people like. Sometimes that is limited by the tools or the budget available at that time to make that product a reality as a business. If it was both cheaper and lawful to sell people cats in boxes, instead of silicon, someone would be all over it. Behringer maybe.
