Considering you're asking how to replicate a TR8, which is a fuzz wah, in the tie down position I'd say you can't go wrong with a fully dimed fixed/cocked wah pedal.

But to toss out another option for fixed filters...Phaser with lfo kill switch. Like the EHX Badstone for example. Or mod anything else.
