Not quite "cheap" but the SMMH is an all-time favorite. I always have it set to reverse echo. Has the added benefit of a looper you can use in any mode. Classic.

If you get the opportunity I thoroughly recommend running reverse delay into a reverse reverb, and then blending that wondrous mess back into the dry guitar sound. I'm using a Digidelay and a Digiverb and the effect is quite beautiful on a dry guitar.

The Obscura was mentioned. While it's one of my favorite delays, keep in mind the Reverse mode is wet signal only.

-You can not kill the dry, but you can manipulate the delayed sound, in pitch, with the delay knob. Have the feedback at 100% and you can play the reverse sound like a theremin. Like back and forth, in tune, forever. If you keep the repeats at 100% you can turn the pedal off and it will keep the loop going. Great stuff. Oddly, in regular delay modes, you can repeat forever, but the delay knob will not change the pitch of the repeats like it does in reverse mode.
-Bonus points for Sample/hold mode that lets you do milliseconds up to 2 full second loop. There are not enough short loopers.
DD6,
-You can kill the dry, you can repeat forever, but you can NOT change the pitch of the delayed/reversed signal with the delay knob like you can on the DD5. For the functions I use (Reverse, S/H) the DD6 is almost the opposite DD5, A bizarro DD5, because in standard delay modes, your delay time will affect pitch but in reverse mode it will not. Bonus points for sample/hold of milliseconds up to 6 full secs. Love that stutter.
I only stepped on a DD7 for the first time last weekend and it was not for me because I didn't like the loop mode. It is more traditional, not like the S/H on the DD5 and 6 and had multiple steps. I didn't even get as far as reverse before playing without pedals (gross).

Joyo, Valeton, and other cheapo Chinese brands may be worth exploring. As others have suggested, Zoom multistomps offer a pretty solid reverse delay algorithm.

The reverse mode on the DD-5 is the shit, I still kick myself for flipping mine for roughly half of what another one would cost me now.

Not a delay, but the EHX Attack Decay does reverse simulation and is fairly inexpensive.

Or the Behringer Echo Machine has a reverse setting. I can't speak to how good it is, but you can likely find one of these pretty cheap. I'm looking for one of the reverb machine pedals atm as a reverb slave for my superego effects loop. It sounds pretty good, but they're surprisingly not cheap; close to $100 with shipping.
