Just to ramble on some more...

Why not, instead of a clean blend, use something like that bored brain transmutron to split the signal between a hpf and lpf...then just phase one of those?

Phase both of them at different rates.

I've been trying to find phaser with a clean blend thats not too expensive but I'm not finding much. any recommendations?

If I recall correctly, the Kokko phaser delivers some degree of bang for the buck. There can be a sizeable volume boost when the pedal is engaged, but it sounds surprisingly lush and warm for what may be a digital effect. Ad copy indicates analog circuitry, though a blinking LED at the start of its power cycle would suggest otherwise. Also, the one I have currently stacked somewhere in my to-be-sold box is dually-branded with a Nux logo on its backplate.

As others stated, the phaser gets its sound by mixing a phase modulated signal with the clean anyway so the blend control might not do what you want.

The Transmutron does this quite nicely actually, because if you are using the steep 48 db/oct cutoff slope, there is very little frequency overlap and the gains can be adjusted independently. This allows you do bring in the "dry" without extra phasing in some harmonics. Plus if you actually use the Phase Invert switch and a less steep slope in the Crossover mode, there will be more overlap and it will create a phasey sounding hole. It's really fun to do this by sweeping the Splitpoint with an expression pedal.
