Yeah, there's really not much online about it. It is what Brad Sarno has advertised, an open sounding distortion pedal.

All the controls have a nice range. There's not a ton of output, but certainly more than a lot of takes on the D+ circuit. (This isn't a D+ clone or anything. It's just something similar sounding.) It is really articulate. Something I appreciate because there aren't many distortion that are. Most of 'em can get kinda mushy. Not this pedal. I've tried stacking it both before and after fuzzes and other stuff and it's not too picky about placement. Has a really nice sound to it throughout the range of the controls too. It's definitely a distortion. It looks like he's finally listed it for sale on his website.

If the OCD is known for running well on 18v, and it's based on the d+/250, does that mean that the d+ and 250 run on 18v?

Looks like it.
The IC on an OCD is a TL082, which can handle up to 18V.
D+ and 250 use an LM741 (at least, the clones do, the originals were SN72741 and LF351 which, AFAIK, prefer under 15V) and they can handle 18V and even higher depending on which one kind it is.

Max supply voltage is 18V.
Disclaimer: I'm saying looks like it because I don't want to definitively say yes.
You also want to take under consideration that just because the IC might be able to handle it, doesn't mean the other components will.

i'm yet to test 18v on the ocd v3 baremountain built me. i need to check if the ic he used can handle the voltage. he used a slightly different on than the schematic called for. but according to some of the specs it's got a lower noise floor.
