You talking envelopes, slew, filter slope, or like as a stand-alone pedal?
Straight filter-wise (cut-off based solely on the input) would be something with a handpicked vactrol. Kinda more of a slew though.
With outside help, you could get a near infinite release/borderline on static.
Just turning the knobs of the ones I have messed with...The verbos dual four pole is slow...Turn the cutoff knob and wait.
Probably a custom ms-20/sallen-key/lpg with a long triggered envelope and a slow vactrol. Essentially, the lpg is a slow release over the cutoff. Ping the vactrol with a Ms long trigger and you get a significantly longer decay (the strike input on the make noise lxd and stuff).
Stand alone pedals...Probably frostwave resonater or something like that. Or and inductor matrix type filter. Wiard made those stand-alone ms-20/vactrol ones...Or at least a few with the joystick. The lpg I made was pretty slow to release.

There is always the induction speaker and tiny amp option...
Probably something custom built with a really slow negative slew (sounding like you aren't caring about attack much), a pulse detector/threshold and whatever filter you wanted. People coax like 25 minute drops outta those slews/Serge type things.

Also a reverb into a filter or in its FX loop is fun and will definitely drag out your decay. I run a Dewdrop into Wonder Filter.
