I always end up trying even harder than ever to get around it if there's such a system in place, where as if it weren't i'd just watch the damn video and move on with my life.
Depends on available and bandwidth and how tight traffic shaping at a location is, but a lot of instances people will use all the available bandwidth or at least push a circuit to its limits by doing something stupid like consistently watching YouTube or whatever. I've had to outright block YouTube at a few locations because they kept on complaining of slowness but wouldn't stop watching YouTube all day.
