This might be mostly an American phenomenon. Congress killed off a low royalty bracket for small streaming radio broadcasters, meaning that people playing small acts in small sub genres for an audience in the dozens are now paying the same rates as Pandora playing Nickleback. If the small guys are still going. I think this kicked in January 1, or close enough. Cannot have been much money in any of this for the little guys even before that.
So one of my favorite stops was DKFM on Tune-In/Live 365 for the shoegaze sounds, some fair, some excellent (Cherry Wave, for example). They folded with uncertainty whether they could figure out an alternative.
Soma FM seems to have survived so far with all their channels .There seems to be a non-profit exception that I think they might fit into.
