Starve Vs. Bias

What's the difference between Starve & Bias? I've used various pedals with knobs labeled either way but the effect seems pretty similar a lot of the time. As I understand it,
Starve reduces the current to the circuit, making the fuzz sound gated or "splattery" when turned down.
Bias controls the biasing between two transistors, making them friends for smoother fuzz or enemies for angry fuzz...
Am I right? What Tom calls 'Volt' is starve too, I assume.
