I've got an amp in the shop right now because it was making weird noises. The guy says he can't reproduce what I describe and thinks it's due to some kind of electrical interference in my space. We've recently moved and some of the noise is new since moving and some of it was present in the old place. I'm not sure what to make of it.

Quite possible.
Shared circuits can do strange things.
Having refrigerators, freezers, dimmers, florescent lights etc on the same circuit (read circuit breaker) as you amp can make for noise.

Try the amp in different rooms, or turn every thing on, switch breakers until you find the one the amp is on and see what else is shut off.

Power conditioning can make a huge difference to a rig, whether it is a guitar rig, Hi Fi rig, or whatever. I'm not one for Monster cables, but they do make some fine power conditioners. They have lots of filtering technology built into them and have made a real difference for my rig, personally. I have a Power Pro 2000 that I use for my Hi Fi rig, and it's been great. There are lots of other ones out there that also do a nice job. I would think you would want something that would do some filtering, rather than just simple surge protection (though that is good too.)
