Can you connect the Speaker Out of a low wattage amp to

the FX Return of a higher wattage amp?
How would this work out? Maybe you could shove something in between to attenuate it? Since you're basically going right into the power amp... would it be just like if you bought a seperate power amp?

i'd advise against that.
if the low watt first amp is tube, it could fry the output transformer; if not, even a few watts going right into a line level input could fry the FX return. verrrry small amps like 1/2 watt battery powered jobs can be used as preamps if ya want though, but i wouldn't use even a super low powered tube amp as a preamp into an FX return, could be bad news.
you can plug into the FX return of an amp with just a pedal, and not use the preamp output. for instance, boost/fuzz/OD/delay > FX return if ya want.
there are devices that attenuate power levels all the way down to line level, which can be sent to an FX return... but i know they're not cheap and i have no idea how good they sound.

I did that once with one of those battery powered marshall amps in the effects loop of a peavey tko, I was running a guitar into a bass amp and I was trying to regain some of the lost highs. In retrospect it probably wasn't the best idea. Just keep the volume low and be very very careful. I did it without an attenuator, but I probably shouldn't have.

Ah the wonderful “impedance mismatch”
The speaker out is 2-16 ohms. The effects return is something around 1.5k
Bad for the amp.
What is the output of the small amp in watts?
Hook up a universal single ended output transformer backwards in between (similar to the input side a spring reverb tank) ie. 2-16 going to the out put of the small amp 1.5 K going to the effects return. With the universal you can match up the exact numbers. They only go up to 25 watts though. Stick it in a box with in and out jacks and it should work.
Or.. you could take the signal off the preamp and run it straight in.
