Germany-sell my brother on it? Or not. Whatever. LOL

Well my brother wants to move and I'm trying to help him. My German forumites, what are the reasons you would do this versus not? He's super unhappy and hates life here, plus he's like me and needs a new start. I'm worried about him going obviously, but I'm also for him being happy. I'll miss him if he really goes. He wants to be in Europe somewhere with his wife and 2 kiddos. I get it. Now. What are your thoughts with almost zero information???
Pro's-
Healthcare (tax paid)
Traveling freely inside of the EU (without Passport)
College (tax paid or lower cost)
Good infrastructures (public roads, transport...etc)
Beautiful and full of culture
Apprenticeship programs to transition from college to work
Childcare partially covered (depending on where you're at)
The country in more homogenized (less political fighting)
Lower crime rate than USA
No Family (like the rest of those fuckers, not his wife and kids lol)
Different political system that he's not used
Octoberfest (hah for him it's fine, he's not an alcoholic yet)
Cons-
No family (other than immediate)
Selling most good in the house
More expensive cost of living
Employment needs (unsure of which route to take yet)
Import taxes (VAT)
Different political system that he's not used to
Costs of goods
Not sure about red right district...I mean, right? hah
