Anyone else had bad experiences with bassstringsonline.com?

On July 29th, 2017 I ordered some EBS cables from bassstringsonline.com. Those cables did not ship until October 12th. I was annoyed by the length of time that passed, but they were communicative, and explained that they were waiting on a restock on some of them. Fine. No big deal.
On May 18th, 2018 I gave them another shot. About a month later, I got an email from them with the same story. Fine. Nothing new. But since then, I haven't received any updates without personally initiating contact. I finally got fed up with the wait and lack of updates and asked for a refund on October 2nd. They promptly wrote back with a slightly snippy confirmatiom that they would refund me. Unfortunately, they still haven't. On the 12th they responded to my inquiry by pleading with me not to dispute the charges (which I hadn't threatened to do), and on the 19th they told me I'd be refunded "next week", but that was nearly two weeks ago.
Has anyone else had issues with them? I don't like talking shit on a small business, but I'm getting worried, and I feel like I've already given them a lot of leeway. If this is a fluke, I'm okay waiting, but if this is a pattern with them, I feel like I should take some action. It wasn't a huge order or anything, but it wasn't insignificant for me, at $120 or so.
