Can you replace a toggle with a 3pdt?

Yes, might not even need to be an 3PDT, dependant on the poles an DPDT or SPDT may do.

That's what I thought. I imagine the connections are the same

Yeah, the toggle moves between the 2 sets of contacts, the foot switch just does the same thing but up and down.
