Micro POG Noob Question

Just picked up a Micro POG for cheap for a guitar/drums two-piece project, intending to run the effect out to a bass amp and the dry out to my half-stack. I haven't had a chance to try it with real amps yet, but I've been messing around with it going into my stereo audio interface, using amps sims in Garageband.
My question: when the Micro POG is not engaged, does it output the dry signal through the effect out as well as the dry out? I assumed that there would be no signal from the effect out when the pedal is not engaged, but this doesn't seem to be the case, as I'm hearing my dry guitar tone in the effect out channel, even when the pedal isn't on. Just want to make sure this is normal and that my pedal isn't busted.
