MIG 60 troubleshooting (Calling amp guys)

So the high channel on my Mig60 lost volume, tone knobs don't really do anything, and there is little to no distortion. "Low" channel remains fine.
I replaced both input jacks, tubes, replaced C22, R3, R2, and reflowed any suspect areas in the high input signal path. (I know I shotgun-ed it)

I chopsticked it with no luck.
The MIG schematic provides no voltages for me to check, and I f-ed up and didn't check them myself when I first got the amp.

I do not own an oscilloscope.

So, what is next?

Is this your amp?

Do the tone controls not really do anything for both the high and low channels, or just the high? Looking at the schematic at the bottom of that page, my off-the-cuff guess is that the high channel's gain stage (v1.1) isn't getting enough voltage. What's the voltage at whichever of pin 1 or 6 is connected to the high input jack?
