Uhh, yeah, I don't understand it either but I think it works as some kind of parallel blend, I'm thinking the Zvex Loop Gate can do it:

IMO this should be a standard feature on almost any delay or reverb nowadays (especially the expensive ones) but a lot of boutique builders don't do it.
The trails box thing would work or you can modify PT2399-based delays with trails relatively easily, but considering how many delays are out there unless you're super picky it's kind of pointless to give up more money or space on it.
Generally a brand will have trails or no trails on all their delay pedals, so brands to look at would are TC electronic, strymon, catalinbread, digitech/hardwire, boss, line 6.... there are many others but that's all i'm remembering right now.

I thought switchable trails were pretty standard with b00tique delays these days.
Lunar Echo and Echolution are two faves that both have trails toggles.

I wonder when this came out because we totally talked about this when the Afterneath came out and there weren't any commercial options mentioned at that point.

subdeday echobox is banging and has switchable trails
digitech time bender has trails plus a full on hold function to freeze the delay tone- it's a friggen beast

Definitely before the Afterneath. It's been on my radar for awhile, just never picked one up.
